In a move that may appeal to many nursing home owners, President Bush has threatened to veto legislation that would allow workers to form unions by signing cards rather than voting by secret ballots.
Legislation introduced earlier this month would allow a union to form after a majority of workers sign authorization cards. Currently, 30% of workers can request an election to form a union. This process can take from six weeks to six months. The bill likely would make it easier for workers at nursing homes to organize.
The proposal, which also would impose tougher penalties on employers who violate labor laws, is scheduled to come up for a vote in the House Education and Labor committee.
