The House of Representatives voted 223 to 193 Thursday to block rules that would exempt from overtime eligibility nurses and other workers who earn more than $23,660 annually.

Under the new rules, workers who earn less than the $23,660 salary annually would become eligible for overtime pay, instead of the current threshold of $8,060 that was set in the 1970s.

Critics of the new rules say they would be the “biggest pay cut in history.” Major labor organizations have sought to undo the new rules, while business lobbies, including the U.S. Chamber of Commerce, favor them.

The vote comes after months of lobbying. Last year, the House tried to pass a similar provision blocking the rules, but it was thrown out during last minute House-Senate negotiations.
